  Measure 1B authorizes the sale of $19.925 billion worth of general obligation bonds.  Proceeds from the bond sale are to go into a new fund in the State Treasury, The Highway Safety, Traffic Reduction, Air Quality and Port Security Fund of 2006.  
 
  This fund is to be administered by the Highway Safety, Traffic Reduction, Air Quality and Port Security Committee, created by the Measure.  Its members are the Treasurer, Controller, Director of Finance, and Secretary of the Business, Transportation, and Housing Agency, with the Treasurer serving as Chair.  
 
  The fund is to be further broken down into accounts and categories of expenditure for certain special purposes as shown in the table below.  Notes are in the form (X) and appear below the table.
