  Measure 1C authorizes the sale of $2.85 billion worth of general obligation bonds.  Proceeds from the bond sale are to go into a new fund in the State Treasury, The Housing and Emergency Shelter Trust Fund of 2006.  
 
  This fund is to be administered by the Housing Finance Committee, which continues in existence.  
 
  The fund is to be further broken down into accounts and categories of expenditure for certain special purposes as shown in the table below.
