  Measure 84 authorizes the sale of $5.338 billion worth of general obligation bonds.  Proceeds from the bond sale are to go into a new fund in the State Treasury, The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Fund of 2006.  
 
  The Safe Drinking Water, Water Quality and Supply, Flood Control, River and Coastal Protection Finance Committee is created to be the formal committee for the bond, and will consist of the Controller, the Director of Finance, and the Treasurer, or their designated representatives. The Treasurer serves as chairperson of the committee.  The Secretary of the Resources Agency is the formal "board' for the bonds.  
 
  The fund is to be further broken down into categories of expenditure for various  special purposes as shown in the table below.

  Various limitations and requirements are imposed on projects financed with the Bond money:  
  Activities and projects financed with this bond money must comply with the California Environmental Quality Act  
  Property acquired for projects other than those having to do with Safe Drinking Water, Flood Control, and Statewide Water Planning must be from willing sellers.  
  No more than 5% of the money allocated to any program can be used to administer the program.  Up to 10% may be used for planning and monitoring for the projects.  
  Money allocated for competitive grant programs, but not used, goes to the General Fund.  
  Public works contracts paid for with bond money must include a labor compliance program.  
  An annual audit of bond expenditures is to be done, and posted on the Resource Agency's website, and a citizen advisory committee will be appointed to review it, as well as to recommend actions to further the purposes of the bond.  
  For projects that include land acquisition or restoration for the purpose of natural resource protection, the Department of Parks and Recreation, the board, and the State Coastal Conservancy must all give priority to the following:  
  Landscape/Habitat Linkages:  properties that link to, or contribute to linking, existing protected areas with other large blocks of protected habitat.  
  Watershed Protection:  projects that contribute to long-term protection of and improvement to the water and biological quality  
  Properties that support relatively large areas of under-protected major habitat types.  
  Properties that provide habitat linkages between two or more major biological regions.  
  Properties for which there is a non-state matching contribution toward the acquisition, restoration, stewardship or management costs.  
  At least fourteen days before approving one of these projects, the agency must submit, to the Resources Agency, an explanation as to how the proposed acquisition meets the above criteria, and post the explanation on its website.
